Does powder filling machinery need a DSEAR or ATEX assessment?

The answer depends on the actual substance, dust generated by the process and the site assessment. A standard powder filler must not be assumed suitable for a hazardous area without the required material data, classification and equipment-selection record.

Powder filling machinery needs DSEAR and ATEX consideration whenever the site assessment identifies a dangerous substance or possible explosive dust atmosphere. The employer or site dutyholder determines the process risk and hazardous-area classification with competent support; the machinery supplier uses that information to select or engineer suitable equipment and interfaces.

What is the UK DSEAR boundary?

The Health and Safety Executive explains that the Dangerous Substances and Explosive Atmospheres Regulations 2002 place duties on employers and the self-employed to protect people from risks to safety arising from dangerous substances. HSE guidance should be used with the site’s competent assessment: DSEAR overview, DSEAR in detail and ATEX equipment and explosive atmospheres.

Not every powder has the same fire or explosion properties, and not every process creates the same dust cloud. Do not classify a line from an ingredient name or from a generic statement that a machine handles “powders”. Representative data and the actual transfer, filling, cleaning and abnormal conditions matter.

Which parts of a powder filling line require review?

  • Product pickup, sack tipping, vacuum or screw feeding and transfer connections.
  • Hopper vents, level devices, agitators, drives, access lids and refill points.
  • Auger, weigh or other dosing head, nozzles, bag clamps and displaced-air paths.
  • Local exhaust ventilation, filters, collection vessels, ducting and any returned air.
  • Electrical panels, motors, sensors, heaters, static-generating film or belts and mechanical ignition sources.
  • Rejects, spillage recovery, waste containers, vacuum cleaners and cleaning tools.
  • Downstream sealing, coding, conveyors and inspection equipment within or connected to the assessed area.

What does ATEX equipment selection prove?

Equipment marking or category is only one part of the installed protection strategy. The selection must match the classified area and assessed dust, and the installation, earthing, guarding, extraction, maintenance and verification must preserve that basis. A supplier cannot make a defensible hazardous-area proposal when the zone or material information is unknown.

Questions buyers ask about ATEX powder fillers

Is stainless-steel equipment automatically ATEX suitable?

No. Material of construction alone does not establish suitability. Electrical and non-electrical ignition sources, static, temperature, drives, sensors, extraction, installation and the classified zone all need to be considered.

Can the machine supplier decide the zone?

The site dutyholder is responsible for the risk assessment and hazardous-area classification, normally with competent support. The supplier should receive that information and explain what equipment and interfaces are included in the proposal.

Does dust extraction remove the need for DSEAR?

No. Extraction may be one control measure, but the assessment must consider whether dangerous dust clouds or deposits can occur during normal operation, refill, faults, filter maintenance, cleaning and foreseeable misuse.

What if no representative explosibility data is available?

Do not assume the product is safe. The competent assessor should decide what information or testing is required for the material and process before the machinery protection basis is fixed.

Should trials use hazardous powder before controls are agreed?

Only under an approved risk assessment and controlled test method suitable for the material and facility. A commercial sample trial is not a substitute for the safety assessment.
